Early Childhood Services:
A-TCAA offers half day preschool experience to prepare children, ages three to five, for kindergarten
at no cost to parents and full-day childcare at low or no cost for parents who are working, going to
school, seeking employment or have a referral from Child Welfare. Preschool children may be enrolled
at the Head Start Center or in a Home-Based Program. Head Start Programs provide child enrichment,
education, health, nutritional and developmental services as well as parent education and involvement
opportunities. Last year a total of 214 children participated in preschool programs in Amador and
Tuolumne Counties.
Position Definition:
As a part of the ATCAA team, the Family Engagement and Services Manager plays an essential role in
ATCAA as a whole. The Family Engagement and Services Manager works closely with other managers
to meet State and Federal standards for quality preschool and infant toddler programs. The Family
Engagement and Services Manager plans and oversees community outreach and engagement activities,
program publicity and recruitment activities, including newsletters, reports, and our web site. The
Family Services and Engagement Manager supervises and monitors program eligibility and attendance
for all programs. The Family Engagement and Services Manager plans family engagement activities
Head Start and Early Head Start and monitors Family Partnership agreements. The Family Engagement
and Services Manager supervises the Early/Head Start home visiting program in both Amador and
Tuolumne County.

Minimum Qualifications: Family Engagement and Services Manager:
- Possess a valid California driver’s license and an acceptable driving record;
- Possess, or obtain upon employment, fingerprint clearance, negative TB test, CPR certification, first
aid training and a health screening;
- Pass a thorough background check including fingerprint clearance upon offer of employment.
Employees are not allowed to start work until background check is cleared;
- Possess one of the following:
BA or equivalent or, demonstrate the ability to have a BA degree by December of 2011, in a related
social service field; OR BA or, demonstrate the ability to have a BA degree by December of 2011, in any field with a
minimum 24 units in Early Childhood Education and one year related work experience;
- At least one year’s experience in case management;
- Effective oral and written communication skills;
- Experience in writing procedures and program plans;
- Experience in maintaining accurate and appropriate records and reports;
- At least one year’s experience supervising staff;
- Ability to speak and write effectively to staff, clients, and community members with poise, self-
control, and appropriate grammar;
- Ability to lift 40 pounds;
- Proficiency in data base, spread sheet and word processing software;
- Type 40 words a minute;
- Have reliable transportation.
Desired Qualifications:
- Spanish bi-lingual;
- At least 3 units in ECE relating to infants/toddlers;
- One or more years supervision of case managers;
- Adult education experience;
- Knowledge of local community resources.

parent involvement in program governance, conducting group socializations for parents and their
children and helping families set and meet goals related to self sufficiency, parenting and health. This
position requires driving agency vehicles, keeping careful records and case notes and entering data into
computerized tracking systems. Home Visitors/Family Advocates also help with program recruitment

- Have 24 ECE units and be able to obtain Children’s Center Teacher Permit;
- For Early Head Start, must have at least 3 ECE units that focus on infant and toddler development;
- 1 year experience in preschool or home visitor program;
- 1 year case management experience;
- Be proficient in computer skills including the ability to type at 45 wpm;
- Ability to work a flexible schedule including occasional weekends and evenings;
- Ability to lift 30 pounds.

staff in all eligibility service areas to insure that services to children and families enrolled in the Early
Childhood Services Preschool/Infant Toddler programs are provided in a comprehensive manner and the

this position will work as a part of the teaching and family service team to create a successful program serving
families and children in A-TCAA Early Childhood Services centers.
